英国新移民政策对留学的影响

2007年，可以说是英国在留学方面变化较多的一年：首先是研究生毕业后在英国至少有一年的工作时间；接着实行了短期的海外学生签证；另外，从2007年10月份起，签证采用生物指纹检验技术。而最近，英国内政部又首次公布了新移民规定细则，列出73种移民类别，其中关于部分留学生，特别是音乐学院和骑术学校的可以边读书边从事兼职工作。如此种种迹象表明，英国正采取多种措施大力拓展留学市场，从而引进更多的高技术人才为的经济等发展做贡献。
据悉，新的移民政策把现在的80类工作和学习的情况分成了5个类别，其中，学生这一类别的移民途径就是他们具备一定的留学资格后，申请英国的留学，在获得相应的文凭(本科或以上)就能够在当地工作一年或以上。英国留学结合新移民政策，申请者在被归入这些类别后，英国内政府将就他们的资历、经验和年龄来打分，根据英国劳动力市场的现实情况来发放签证。另一方面，申请者在工作期间如果能够被英国的雇主长期录用，雇主就会为之申请长期居留。四年后，他们会成为拥有英国永久居留权的居民，第五年即可申请英国护照，成为英国公民。
众所周知，英国是一个高福利的国家，国民享受免费医疗、教育等。近年来，英国的就业形势更是达到了数十年来的历史最好水平，由于英国社会老龄化问题十分严重，所以迫切需要具有一定技能的社会成员支撑起国家推行的福利制度，而最有效和快捷吸纳这些人才的途径就是大力发展开放留学市场，实行宽松的留学及移民政策。据了解，从2005年至今，在的中国学生已超过8万人，每年人均花费为22万元人民币，MBA等热门专业留学英国则需25万元人民币左右，这还不包括旅游、探亲、生活消费等其他费用。庞大的中国群体为英国当地创造了巨大的经济价值，以每人每年20万元人民币计算，中国学生每年可为英国贡献120亿元人民币(约15亿美元)。
一份资料统计显示，一个中国留学生完成学业至少可以给英国增加30万元的收入，而且每增加一个中国留学生，将给英国增加0.5个就业机会。如此巨大的经济效益，加上在刚刚闭幕的2007中国国际教育巡回展上，共有来自美国、澳大利亚等40多个国家600多所院校展开激烈的"生源争夺战"，英国政府更加积极采取各种政策措施，进一步降低留学门槛，吸引更多的海外生赴英读书，再结合新移民政策的实施， 美国留学将吸引更多的人才来稳定英国的经济发展。另外，美国留学政府也是借这个新的政策来缓解英国在海外签发签证的压力，因为英国的雇主和学校将会对他们所招收的海外雇员和学生承担更多的担保责任。因此，新移民政策是一个利好消息，对英国留学市场也将产生积极的推动作用。预计在在2007年或以后的签证将更加乐观。

留学生经验:澳大利亚留学怎样更划算

我是在三年前来到澳大利亚的。 当初做出到海外学习留学马来西亚这样的决定，我只有一个目的——我想依靠自己的实力和努力养活自己，从而摆脱对家里的经济依赖。　在来到澳大利亚之前我也像其他的留学生一样选择了自己喜欢的专业。 凭着自己对化学的浓厚兴趣和自信我选择了化学工程专业。做出这样的决定之前，我并没有周全的考虑到未来的就业前景以及这个专业在社会上所处的地位，一切都还是模糊的，只是感觉而已。 但后来我发现，现在的化学专业应该是更倾向于理论研究和在实验室里做科研工作（就是现在我也不知道这样的理解是否周全，以后远离了这个专业，也就没有再去思考这个问题），所以需要相当多的时间和精力去做基础理论的学习和枯燥的试验，而且作为一个相对完善的学科，我觉得凭我个人的能力，一个对基础理论知识还相当匮乏的我会很难有所作为。另外，对于当时的我来说，学习已经不仅仅是完善自己和对自己的提升，它已经变成了一个投资，一个很大程度上取决于经济上的回报的投资项目，澳大利亚留学所以我必须考虑的是投资的收益和所需要的时间。基于这几点的考虑，我最终放弃了这个专业。
但是为什么我要选择矿业呢？ 首先还是基于我对工程类科目的偏好，我更喜欢实践性强的科目而非科研性和理论性为重的。从事工程类行业，你需要更多的实践经验和对实际情况的掌握，书本上的东西只是作为参考和在工作的大方向上进行指导。 这样的专业需要你更加细心和努力的把握实际工作中千变万化的细节。 在这样的环境里，需要你更加努力的工作和总结实际工作中的经验，换句话说，你可以不够聪明，但是只要你努力工作和拥有团队精神你一样可以做的很好。而理论工作为重点的行业需要你有更多的喜爱和在该领域更多的造诣，甚至于对该行业的献身精神。简而言之，工程类侧重于相对的广，留学澳大利亚亚而理论研究侧重于相对的精。基于这样的理解，我个人更倾向于实践性更强的工程类科目。因为我喜欢与更多经验丰富的人交流，而不是仅仅从书本或者试验里获取知识并找到问题的答案。
从整个大的环境考虑，我个人认为在没有找到新的能源模式以代替现有能源之前，整个世界快速的发展势必导致对各种各样的矿产资源的高度需求，发达国家对矿产资源的战略储备也势必不会减弱。 在这样的环境下，矿业工程也一定会借此东风高速发展，而带来的收益也势必相当可观。其实，对于我个人来说，我并不是非常关心矿业春天还会持续多久 ( 我猜测至少还会维持10年左右的增长），也不关心地下还有多少矿产资源可以开采。 我只需要五到十年的时间来完善自己、丰富自己的工作经验以及在该领域的理解和掌控能力，即便日后矿业衰落了，我自信也不会被淘汰。 就目前来看，当时的分析是正确的，虽然并不全面但是方向还是把握到了。 现在矿业在澳洲尤其是西澳正在良性的出国留学发展，对相关人才的需求量也相当大，薪金待遇也是全澳州处于领先地位的。 还有就是移民目的，我首先要保证自己在澳洲的合法身份才能保证自己事业的良性发展，从这个角度考虑，学习矿业也为我提供了最好的保证。

留学中介面面观

自费出国留学中介是近几年出现的一种比较特殊的行业组织，这也算是咱们中国独有的、加拿大签证具有特色的产物了。据了解，由于留学中介具有国家特许经营的行业服务特性和相垄断背景，以致从其产生到发展成今天多达数百家的规模，社会各界对如何评价它的功与过、是与非，就从来没有消停过，认识也很不一致。
据了解，经教育部等部门批准，目前全国共有270家留学中介机构具备了从事自费出国留学业务的资格。几年来，在政府有关部门的管理下，多数留学中介能够执行国家有关自费留学工作政策的，基本遵守有关管理规定，守法进行经营。但是我们也不能熟视无睹留学中介市场存在的许多问题，有些问题甚至很严重。撇去“非法留学中介”活动猖獗问题不谈，在具有经营资格证书的合法中介中，仍有些中介存在经营管理、诚信守法等方面的问题。从近来留学市场发生的案件看，恰恰是某些合法的留学中介，在干着非法的勾当，因为有合法外衣包装，更容易使人放松警惕，骗取信任。
人们不仅要问，留学中介为什么在这个市场里，某些留学中介总是不断弹出如此不和谐的音符呢？只有一种解释，当违约和欺诈能够带来丰厚的经济利益时，必然会有人趋之若鹜，甚至铤而走险。此外，由于对违约违规中介的惩戒机制还没有真正建立，中介所付出的代价远不足以抵付所得的实际利益和好处，现有的处罚手段和办法在它们面前显得十分软弱乏力，也是原因之一。
由于某些留学中介漠视百姓权益，惟利是图，善钻政策和管理的空子，面对明显处于弱势的留学当事人，采取虚假宣传广告、不规范合同、不实承诺、欺骗协议、价格陷阱、质价不符服务等，坑骗他们，使他们摸不清门路看不见道，稍不小心就误入歧途、掉进温柔陷阱。所以，学会依法保护自己利益不受侵害，在这些大小圈套和陷阱前，要时刻保持高度警惕，特别留心虚假承诺、不规范合同两个方面，从蛛丝马迹中及早发现猫腻，识破圈套看清陷阱，做到心中有数、以防万一。
陷阱一：故意模糊国外学校性质和资质在西方如英国等国家，要想上他们某些学校包括好的私立学校，需要参加严格的多科目的入学考试，难度很大，绝不是有钱就可以上，因为他们不乏生源，看重声誉，注重质量。但某些中介并不如实介绍，有的还误导称，只要上了预科班，不需要考试就可以轻松进大学。有的“偷梁换柱”，把国外语言培训学校说成是进入大学的必由之路和捷径，把只有几间房子、几个教师的“小作坊”，三俩人合办随时会因生源不足而倒闭关门的“野鸡学校”，也吹嘘成为是跨入大学门槛的必经之路与跳板；明明这些语言学校与世界名牌大学没有任何关系和联系，也盗用洋名称来粉饰装点来唬骗人，故意混淆或掩饰学校的实质和关键问题；明明没有代理人家办理学位学历的授予权，却也要狐假虎威，以“分校”、“分部”自居，打出名师教授、授予MBA学位等招摇撞骗，误导和欺骗消费者，不怕你上当，就怕骗术不高不上钩。有的中介还在中文翻译上做手脚，将国外的专科学校College翻译成为综合性大学University，或者大学的下属学院School；将结业证书Diploma翻译成为学位证书Degree等。实际，这些损招骗数要达到的目的就一个：你交钱我来办，出了国就拜拜。在这方面吃亏上当、丢钱又失学的人，比例还是不小的。所以事先搞清留学学校的性质、资质，是非常重要的第一步。buy wow accountwow accountwow accountsbuy wow accounts

怎样选择美国留学院校很难直接比较。一般还是先找学校，考虑奖学金吧。一般来说好学校东部选择多，越往西就相对少很多。如果从饮食方面考虑肯定是大城市好过小城市。但是城市大了，其他的消费也就高很多，特别是住和行以及附注的保险之类。小城市一般环境比较好，相对安全系数大，但是娱乐也就少很多，特别是在吃方面很贫乏要有心理准备。 如果从就业方面考虑，我想也要看专业吧。一般留学美国美国的公司现在招人都比较喜欢找local的（这样无需支付relocation fee），除非你特别优秀或者学校名气很大，在目前的就业环境来看，local有足够的applicant pool而使公司没有必要去外州recruit。从这个角度来考虑，你的学校附近如果澳洲留学就业条件好，比如你是学finance的，学校周围都是需要这类人才的公司，近水楼台，不但internship的机会可能比较多，加上这些公司可能对你的学校了解也深入，这样毕业后更容易找到工作。但如果你是搞科研方面的，一般这种就业环境影响就相对小些。俗话说酒香不怕巷子深，就算你是在留学澳洲一个与世隔绝的小地方闭门造车，但如果你真能捣弄出什么成果出来的话，基本上找个post-doc或者去industry谋职还是很容易的。所以我想在这方面，专业也很重要。 从气候方面来说，如果你怕热，那么最好不要去南部比如Louisiana以及德州，夏天是火炉而且湿热。又或者西南比如arizona， 夏天干热气候，基本上从早上10点左右开始。北部几个山地州，比如Montana也要避免。今年7月份在那里经过，90多度的高温，真是一出门就发晕。如果怕冷，那么北部几个州更要回避。好比明尼苏达州，一年可能有6个月的时间是冬天。如果你喜欢大自然，那么西部很多地广人稀的地方真的很美，比如utah, colorado, New Mexico等等，真得很美，不过我只是以游客的角度出发，不知道常住如何。曾经试着连续在utah州内高速上开过百公里，看不到一个加油站或者车辆皮鞋美容机。居然也没看到一个麦当劳。在美国，麦当劳可能是分布最广最密集的连锁店了。基本上所有大的洲际或者州（内高速两侧都是5步一岗，10步一哨的。相似的情景，好像只有在从manitoba去alberta的路上遇到过。如果要结合气候/自然条件/饮食，那么从我个人角度来说，全美国要首推加州。而且那里的整体消费水平并不见得比其他大城市高多少，有些地方甚至可以和小城市媲美。可谓及各地优势于一身。比如洛杉矶地区。很久以前我还在国内的时候曾经读过一本介绍洛杉矶的书，说洛杉矶不是一个典型意义上的城市而是由很多小的卫星城市集合而成。
